Rajya Sabha

Rajya Sabha is the Upper House of Parliament. It has not more than 250 members. Members of the Rajya Sabha are not elected
by the people directly but indirectly by the Legislative Assemblies of the various States of the country. Every State is allotted a certain number of members. No member of Rajya Sabha can be under 30 years of age.
12 of the Rajya Sabha members are nominated by the President from persons who have earned distinction in the fields of literature,
art, science and social service.
Rajya Sabha is a permanent body. It is not subject to dissolution but one-third of its members retire every two years. Rajya Sabha
was duly constituted for the first time on April 3,1952 and it held its first sitting on May 13, that year.
There are at present 245 members in Rajya Sabha, distributed among different States and Union Territories as follows:

Election of The Indian President

The President of India is the executive Head of State and Supreme Commander of Armed Forces.  The election of the President is a complex affair and is done by an Electoral College as per the provisions laid down in the Constitution. The President is elected indirectly by the members of an Electoral College, consisting of:

i.Elected members of both houses of Parliament; and
ii.Elected members of Legislative Assemblies of states(including National Capital Territory of Delhi and the Union Territory of Pondicherry).


Nominated members of either house of Parliament and State Assemblies are not eligible to be included in the Electoral College.

The total members in the Electoral College in 1997 is 4848.

The break-up is as follows:

The constitution stipulates uniformity, as far as practicable, in the scale of representation of different states. For securing such uniformity among the states as well as a parity between the states as a whole and the Union, a formula is given for determination of the value of vote which each elected MP or MLA is entitled to cast.

Each MLA's vote is calculated on the basis:
State Population / 1000 * No. of state MLAs = Value of one MLA's vote.
Each MP's vote is calculated on the basis:

Total vote of all MLAs / Total members of Parliament
(Lok Sabha + Rajya Sabha) = Value of one MP's vote

The election is held under a system of proportional representation by means of a single tranferable vote, conducted by a secret ballot.

Election of The PRIME MINISTER


The Prime Minister is the leader of the ruling party in the parliament.He enjoys the majority of the house.He can stay as long as he has the majority in the house.The Prime minister is elected by the party which have majority in the house.Prime Minister appoints the Councal of Ministers.He had to informe the day to day proceding of the house to the President.President act on the advice of Prime minister.  

It shall be the duty of the Prime Minister-

(a) to communicate to the President all decisions of the Council of Ministers relating to the administration of the affairs of the Union and proposals for legislation;

(b) to furnish such information relating to the administration of the affairs of the Union and proposals for legislation as the President may call for; and

(c) if the President so requires, to submit for the consideration of the Council of Ministers any matter on which a decision has been taen by a Minister but which has not been considered by the Council.
